Research On Indicator System And Evaluation Methods Of Agricultural Sustainable Development In Hebei Province

Since 1985,the rule of education about sustainable agriculture, which was passed in California's Parliament in America, first brought forward the word sustainable development agriculture officially, then arose lots of governments and scholars pay attention to the problem of agricultural sustainable development one after another. China isa great developing agricultural country, so it not only has the problems-lackingresource, worsening environment etc, which is faced as other countries, but also is restricted by many factors, such as excessive population, undeveloped economy, lower quality of education and culture of labor forces, lower productivity level, and so on. According to this situation, Chinese agriculture must choose the sustainable development way, which embodies in China 21 Century Agenda.Agricultural sustainable development relates to global, national and regional aspects. No matter what global or national problem, it will reflect in regional problem, so regional agricultural sustainable development became research hotspot problem gradually, especially building indicator system. It has the active function for boosting agricultural sustainable development from theory to practice. Hebei province is a great agricultural province, the agricultural resource, which takes the water and soil as central, is lackingrelatively and the quantity per capita is descending year after year. Many factors-agricultural synthesized productive capability is low, the devotion for agriculture is shortage and the input-output benefit is low, agricultural base is fragility that protective and resumed capability is weak, environment pollution is severity etc, blocked agricultural sustainable development greatly. We must take the way of agricultural sustainable development to get rid of such puzzledom. So it is urgent to establish corresponding and exact indicator system and evaluation method to reflect agricultural sustainable development connotation appropriately in order to provide reasonable quantity criterion for agricultural sustainable development in Hebei province.Regional agricultural sustainable development status is determined by regional agricultural sustainable development level and capability, so this paper composes relative reasonable indicator system of regional agricultural sustainable development on the base of former research, which include agricultural sustainable development level indicator system that consists of 6 subsystems and 30 indicators, and agricultural sustainable development capability indicator system that consists of 5 subsystems and 28 indicators. By analyzing the restrict factors of agricultural sustainable development in Hebei province, taking full advantage of statistical data in existence, correcting and perfecting indicator system of agricultural sustainable development, it can be built an orderly and precise scientific measure tool with scientific and practical quality to evaluate regional agricultural sustainable development level and compare agricultural sustainable development capability...
