As the establishment of new China, the state-owned commercial bank has been playing the prop role in the foundation and development of industrial system establishment based on heavy industry, resulting in heavy dull or bad account baggage and the heavy personnel, causing the market competition strength to be extremely weak. Similarly, YueZhou commercial bank is facing the above question, how to enhance self-establish ability and core competitive ability through reform to maintain fine market achievement, becomes the important topic of its health development and even the area economic development. Now, Yuezhou commercial bank is confronted with slow organization system, old staff idea and low working efficiency etc. So, it becomes the key work to improve the performance level of the staff and the entire organization. This paper is for the performance management. First, the paper summarizes the present situation in performance-management research both home and aboard, and proposes the reform idea of marketing orientation, easy-operation, humanist and positive and safety, and determines the research objective and frame. Next, elaborates the basic principle of performance management which be used to analyze the present situation of performance management, and points out the problems through the thorough investigation and mass data analysis; thirdly, analyzes and the appraises the Yuezhou bank's performance-management present situation by utilizing the PM principle, Then, this article utilizes the marketing theory to re-category the financial products according to its objective customer, and reengineers ChengDong branch business process which helping transfer the function organization for the processing organization to meet the customer's need quickly. Finally, designs the performance management plan base on optimized service process and organizational structure, in which analyzes the possible risk and proposes the corresponding measures.
