Modern society is a dangerous one with frequent crisis. The emergencies are becoming serious challenges China faces in the new era. The emergencies may cause unexpected hurts in the realms of politics, economy and ideology, even form threats to the basic values and behavior rules of the society, cause social confusion, interfere reform and development, and destroy the political atmosphere of peace and unity. The reality starts with history.
