Modern society is a dangerous one with frequent crisis. At home, the key period for all-round construction of comparatively well-off society is a prime increase time as well as a conflict-projecting time. Abroad, the international situation remains under deep and complicate change with increasing unpredictable global natural disasters and social risks. The emergencies are becoming serious challenges China faces in the new era. The emergencies may cause unexpected hurts in the realms of politics, economy and ideology, even form threats to the basic values and behavior rules of the society, cause social confusion, interfere reform and development, and destroy the political atmosphere of peace and unity. How to handle the emergencies scientifically and effectively is a great urgent problem the ideological and political education faces.This paper starts with the analysis of the international and domestic conditions under which China takes its reform and development in the new era, from the point of how to deal with the emergencies as the background, the ideological and political education as the research target, the function of the ideological and political education in dealing with the emergencies as the axis and how to maximize the real effect of the ideological and political education in dealing with the emergencies as the aim. Based on the summarization and evaluation of the domestic experience of how to deal with the emergencies by the ideological and political education and using the experience of other countries to deal with the emergencies for reference, from the angle of the key element theory and mechanism theory, the paper mainly centers on the countermeasure study of how to use the ideological and political education to deal with the emergencies.The paper consists of three parts except the introduction and conclusion.The first part is the fact basis and theory preparation of the paper—how to tackle the emergencies is the key task of the ideological and political education. The part shows that the emergencies form a severe challenge to China in the new era by analyzing the international and domestic conditions under which China takes its reform and development, and that the ideological and political education has active functions in dealing with the emergencies by analyzing the function of the ideological and politicaleducation to tackle the emergencies.The second part is the experience summarizing of the paper—the domestic experience summary and the foreign references of how to use the ideological and political education to tackle the emergencies. The reality starts with history. The part demonstrates that to generalize the Party's main experience in dealing with the emergencies can offer scientific ways and better direction for further research on how to use the ideological and political education to deal with the emergencies, while the foreign experiences can provide us helpful references.The third part is the countermeasure study of the paper—The part shows how to deal with the emergencies by optimizing the key elements of the ideological and political education practice and establishing the mechanism of the ideological and political education based on the key element theory and mechanism theory.
