Constructing Industrial Clusters And Improving Regional Talents Competitiveness

This thesis focuses on theoretical and applicatory research on the improvement of Regional talents competitiveness, base on the human resource theories. The thesis used Michael Porter's Determinants of national advantages as analyzing tool and formed a theoretic analyzing frame of regional talents competitiveness. Within this frame four factors of regional talents competitiveness are discussed: talents training system, talents demand, cluster of industry and enterprises, environment and atmosphere of talents development. Examples are taken, such as the developed country USA and developed regions at home Shanghai, Guangdong and Jiangsu, to analyze the methods and experiences on building up factors of talents competitiveness. The existing problems on talents competitiveness of Zhejiang is discussed in depth, And a direction of how to break through is suggested through analysis.At last the thesis advanced how to improve the talents competitiveness of Zhejiang on Zhejiang's reality. The conclusion are made: Government should implement policies of promoting talents competitiveness, instruct construction of industrial clusters, fostering multilevel and multiform talents carriers, input more in talents construction factors, perfect favorable environment for good talents preferment.
