E-Government & The Improvement Of Public-Service

This article learns from and draws on the experience of the theories of western scholar, and the research findings of domestic scholar in the field, systematically probes the issue about E-government construction & Public-Service improvement. With the setting of E-government, this article researches the transformation of governmental functions and governing mode in the information age, the mode of Public-Service oriented government, the combination and the interact of E-government & Public-Service oriented government in the practice of governmental administration reform. Also this article analyses the importance of E-government construction to establish Public-Service oriented government, goes a further step to conclude the relative of E-government and Public-Service improvement. Based on sufficient documents survey and cases research, The writer of this article introduces overseas practice of E-government construction and Public-Service improvement, analyses the operation and feature of some advanced countries, summarizes successful experience to be used for reference. At last, proceeding from the current situations of domestic E-government construction, citing with domestic advanced example, the writer analyses problem and inadequate of domestic status in quo, draws lessons from overseas. Combined with the situation of China, the writer proposes the ideas and countermeasure for further improvement.
