Studies On Job Crimes In Higher Educational Institutions And The Prevention

Higher Education is updating from a margining position to the center of society. This has led to the increasing level of autonomy in the administration of higher educational institutions and as result there has appeared an expanding tendency in job crimes committed by the administrative staff at various levels. The unbalanced and mismatched autonomy of higher educational institutions has caused absence of regulation and surveillance in the acts of duty of the administration of higher educational institutions, a phenomenon away from the true sense of the administration of higher educational institutions and against the healthy development of the nation's higher education.The article "Studies on Job Crimes in Higher Educational Institutions and the Prevention" adopted several methodologies such as literature study and comparative study, based on the definition of the connotation of job crimes in higher educational institutions, to describe the objective causes of job crimes in higher educational institutions and the subjective causes of the crime subjects. Through analysis of the Chinese and foreign theories of job crime prevention, the article reviewed the theories, mechanism and operational mode in higher educational institutions. Meanwhile, from the perspectives of the autonomy and the duties of the administrative staff of higher educational institutions, it discussed on creating the preventive system from job crimes in higher educational institutions, establishing the conception of legal administration, updating the legislative status of higher educational institutions and thus setting up the preventive and pre-warning system including education, regulation and supervision.Prevention of job crimes in higher educational institutions revealed the connotation, significance and value of the administration of higher educational institutions, and will promote development of legislation and authorization of job crime prevention and facilitate job crime prevention for the disciplinary inspection organizations in higher educational institutions.
