The Globalization And Localization Of The Public Administration: A Positive Research To Shenzhen City

This paper attempts to analyze the condition and strategic choice of the developing countries in the face of the globalization on the base of the theory of the developing administration. The theory consists of the paradigm of the modern and post-modern public administration, and focus on the path of the developing administration.The globalization has enormous effectiveness of convergence, which can build a kind of interdynamic net in the field of international public administration, and formulate a series of international common rules. This is the globalization of the public administration, in which the main paradigm in the 1900's is the modern administration and after that it changed to post-modern administration.The globalization's effectiveness pushed the developing countries to start the process of the modernization, in which the domestic administrative ecology has been changing to the characteristic of heterogeneity, overlapping and formalism. Before these developing countries reach the modernization of public administration, the paradigm of post-modern administration has attracted the attention of all worlds. In order to catch up with developed countries in the public administration these counties may choose to imitate some post-modern administration methods without careful reflection. All these attempts may result in the creation of the paradox in public administration.After the investigation to ShenZhen's public administration reform in 2004, it can be concluded that we should combine the globalization and localization in the reform of public administration. We should insist on the analysis to our national condition, and look for the intersection of the particularity and the universality.
