Administrative notion is not only the core of administrative culture, but also the key of administrative innovation and governmental function transformation. Companying with the acceleration of globalization, the rising of the third department, the more and more vital role taking by Non-Goverment Public Organization, as well as the participation of China in WTO, the traditional bureaucracy-standard, omnipotent government, unlimited authority, exempt state, and inefficient administrative notion have been stroked fiercely.The modern society needs seriously new administrative notion , which is characterized by people-standard, service-guidance, limitation, responsibility and efficiency. So, the innovation of administrative notion has been gradually scheduled.Administration law is a kind of science which has intense relation with administrative theory. The research of the relation between administration law and public administration is one of the themes paid great attention by modern-public law and administration law theory, and the relation between them isn't fixed, it has been changing all the time. The difficulties in the transformation of administration law paradigm: the capacity of unofficial organization,the character of non-obligated administrative action, the limit of administration law aid and so on, which not only uncover the tendency of administration law development, but also direct the innovation of administrative notion.By the researching of transformation of administration law model, we can master the track of administration law in general, to ensure and accelerate the innovation of administrative notion.
