A Study Of The Mechanism Of CPC's Decision-making During The Yan'an Period

Yan'an Period (from Oct. 1935 to Mar. 1948) is one of the most important periods in the history of Chinese revolution. During the thirteen years, the Communist Party of China developed from smallness to bigness and from puniness to mightiness; the population of revolution developed from several ten thousands at the beginning to several millions at the end; and also the base areas of revolution developed from several finite ones to those almost throughout the country. The achievements can't be separated from the proper decisions made by the Communist Party of China due to the great achievements attained in such short time. Therefore, the mechanisms of decision-making of the Communist Party of China during the Yan'an Period are investigated as a main object in this thesis. By the study on the setup of organizations of decision-making of the Communist Party of China during that time ,the division of their popedom and the basic principles and methods of the decisions, the processes and characteristics of decisions made by the Communist Party of China are analyzed in order to provide references for the development and perfection of the mechanisms of decision made by the current party. There are four parts in this thesis:In the first part, the makeup and function of organizations of decision-making of the Communist Party of China during the Yan'an Period are analyzed based on tracing to organizations of decision-making of the Communist Party of China before the Yan'an Period. It is pointed out that the organizations of decision-making of central government of the Communist Party of China were mainly composed of the congress of the country of the Communist Party of China, the committee of central government, the political bureau of central government and the secretary bureau of central government, and among them the political bureau of central government and the secretary bureau of central government were the core of the organizations of decision-making.In the second part, the idiographic processes of decisions made by the Communist Party of China and various factors influencing the forming of decisions are further analyzed according to the idiographic historical cases. The processes of decision-making include the confirmation of the issues of decision-making and the objects of decision-making, the collection and analysis of materials of decision-making, the design and choice of schemes of decision-making as well as the adjustment and correction of decisions before or after the implement. There are many factors influencing the decision-making including the international factors, the attitudes of enemies and friends at home and also the relations between the central government and local governments etc.In the third part, the important principles, methods and characteristics of decision-making of central government of the Communist Party of China during the Yan'an Period are pointed out. From the viewpoints of the start points of decision-making, the objective gist of decision-making and the methods of decision-making, the causes of achievements due to the decision-making at that time are further analyzed in order to provide references and new ideas for the current...
