The Administrative Cost Research Of County Level Government And

Government is an institution which provide public management and public service , whose actives have to engross and consume all kinds of social economic resources .Managements and services that the government works for social need cost. But the problem that government has to face is pretty high administrative cost . because in theory , people always hope that the lower the government's Operation cost is the better ;the more Powerful the service function of government is the better ;the higher value the government creates for the social is the better .But, in fact the operation of government always has rigidity cost ,that is "inevitable cost " . The ultimate aim that we investigate administrative cost is to make our efforts to reduce unnecessary administrative cost , to exert service function and create values for social.The paper started from basic meanings of administrative cost .investigated and discussed the category and effect factors Of administrative cost, retrospect the theory about administrative cost .The paper also deeply analyzed the data of finance and statistic which from 2000 to 2004 of HuiShui county in GuiZhou province ,and compared the total administrative cost between HuiShui county and JinHu county of JiangSu province . In the end ,we draw the conclusion that the total administrative cost of HuiShui county is relatively high and it's expression . Finally ,we give the suggestion to huishui county about the principles and ways on controlling administrative cost ,that is based on the reason analysis and related to the fact of HuiShui county.
