21 century is knowledge economy era. The key factor in such knowledge economy is personal competences. The personal resource is the first one in the era. Nowadays, people pay more attention to the construction of civil servants, therefore, how to construct it and put it into practice have been put on the agenda of the government. To view the current situation of human resource management in the public apartment of China, career management has become a significant area and a new developing trend in the field of human resource management. On the ground of the conflict between traditional and modern HR management, this paper put forward to a theory of ECM into common civil servants in Chinese government, so as to improve the activity of civil servants. The purpose for this study is to help the government to strengthen the common civil servants' career development and management, make the civil servant mach with the organization career requirement, and achieve the organization target.Based on the study of employee career development theory and practices, this paper attempts to find out some main problems of the HRM in civil servants and analyze the profound reasons of theses problems. Thus, the paper provide a research of the common civil servants' career management in Chinese government on the design of career management system and career circle management.
