During the first half of the 20th century, the dominant public administration academic topic had been the relationship between the administration and politics issues. And the contemporary issue of concern in the international public administration has been converted to the question of the relationship between the executive and the citizens. Public participation1 in administrative decision-making process is the modern democratic political development, democratization and administrative decision-making to achieve a specific form. Despite the different contemporary democratic political systems of different countries, different understanding of the concept of democracy, however, countries have adopted different degrees of civic participation in different ways in the management of State and social affairs.Concerning the Chinese citizens involved in the administrative decision-making, using the theories of political science and administrative science, From the administrative decision-making process on the participation of citizens with the basic theory, based on administrative decision-making in the analysis of Chinese citizens in the reality and necessity, the thesis articulates the feasibility of participation of citizens in the administrative decision-making in several ways.
