Study On The Improvement Of The Public Management System Of Chinese Citizen's Participation

Completion of with the development of China's cultural and educational undertakings , market economy and constant deepening of government's system reform, the important structural change has already taken place to the Chinese society, it has established the solid economic base , social base and culture foundation for the Chinese citizen to participated in public management day by day extensively. Citizen's freedom equal view, the independent consciousness, competition consciousness, right consciousness, the sense of participation and so on to strengthen day by day, the citizen participates in country's managing is becoming the idea that citizens and public administrator generally accept. Actively promote the citizen to participate in the public management adapt to the need of the socialist market economy system and the public management need to develop under the WTO background, it has the vital significance to handle the government and the citizen well, the government and society's relations, standardize the government's behavior, improve the government administrative efficiency, establish the clean and honest government . The citizen participates in the public management realize democratization and scientific of management, conforms to the trend of the society development, in promote our country to deepen the administrative system reform, improve socialist democracy , build socialist state with an adequate legal system , move towards in the world response with positive posture and play an important role in the economy globalization process. This article take this as a starting point ,on the basis of analyses that the citizen of our country to participate in the public management present situation,have participation in making comparisons with the foreign citizen , has pointed out the insufficient and difficult of the Chinese citizen participates in the public management system at present in china , have proposed tentatively some preliminary ideas to improves our country present citizen to participate in the public management system.
