Research On The Formation And Safeguard Of City Vulnerable Group

The safeguard of the vulnerable group in urban area is covered by the public administration research.The vulnerable group is the collection of social members who are in the unfavorable social status for lack of some economic, political and social chances, and thus hold the features of poverty, low quality in life and less competitive power. The vulnerable group is generally divided into social vulnerable group and physiological group. However, because of Chinese two-side structure of the city and countryside, and the social changes in the course of reform, a new kind of vulnerable group, the city vulnerable group, appeared in China at the end of the 20th century, the majority of which is the laid-offs and the unemployed people. The large scale and the worse living condition of the city vulnerable group, supposing there is no better change, will aggravate the social conflicts and affect the social stability to great extent. Therefore, it has great theoretic and practical significance of researching on issues of social security for the vulnerable group, especially the laid-offs and the unemployed.In order to relieve the living burden of the city vulnerable group and provide the safeguard to the lower social class, the Chinese government has carried out the Three Safeguard Line policy, namely, the safeguard line for the civil minimize living standard, the laid-offs and retired in the state-owned enterprises, and achieved great performance.Based on the governmental achievements and published data, this thesis analyzes the cause and the features of Chinese city vulnerable group, illustrates the content and the course of the public policy for the safeguard of the city vulnerable group individually, points out the limitation of the Three Safeguard Line policy, and presents the suggestion of constructing a pluralistic structure for the vulnerable group safeguard.This kind of pluralistic safeguard structure is composed of the government, the non-governmental organization and the vulnerable group themselves. The government, as the leading role in the structure, is suggested to adopt the combining model of the compensation policy and development policy, depending on the proper implement of the social salvation and social insurance policy as well as the reemployment and quality improvement policy.Furthermore, the non-governmental organization, community construction, the charity development and the voluntary service will play a more and more significant role in the safeguard of the vulnerable group with their respective methods for offering the help. Finally, the self-aid of the vulnerable group keeps as the necessary way to eliminate the social insulation, overcome the mental handicap and get rid of the vulnerable condition.
