It is a persistent goal for public administration to improve the government performance and there is no exception to our government domestically. In order for the evaluation cause of civil servants to be more objective and efficient, it is of realistic and theoretical necessity to conduct further research on the performance of evaluation system of civil servants in our country.With reference to some experience and approaches concerning performance administration from western countries, this study targets for the performance of evaluation system of civil servants. Meanwhile, grounded on our current situations in this aspect, a scientific performance of evaluation system is established here by virtue of Derfiel Expert Consultation, Analytic Hierarchy Process and Fuzzy Mathematics. The system first analyzes the main bodies of the performance of evaluation system of civil servants and then scientifically allots the weight of each assessing type. And it maintains the performance of evaluation should be extended to 5 ranks: Excellent, Good, Competent, Eligible and incompetent. Still, based on the evaluation requirements from the newly-issued"Civil Servant Law of People's Republic of China", a relatively scientific and sound index system on performance of evaluation of national civil servants is constituted. Lastly, Overall Judgment of Fuzzy Mathematics is applied to assessing the performance of civil servants on the whole. Most importantly, the scientific connotations of Overall Judgment of Fuzzy Mathematics are adopted in this research to explore the establishment of the performance of evaluation administration system of national civil servants. This act will reduce the inaccuracy of traditional qualitative evaluation together with enhancing the fairness and objectivity of such evaluation cause. Besides, it will also facilitate the constant development of the performance of evaluation of civil servants in our country.
