Civil Pay Policy and System is the inside motivity and basic guarantees of the systems of public officials, which not only is a sensitive and complicated economic problem, but also is a political issue. So whether the salary system of civil servant is designed reasonably or not, it will not only affect the stability of the ranks of the civil servants and their work enthusiasm directly, but also concern the efficiency and fairness of the public administration, even will affect the relationship of the social public and the government. In recent years, many countries or regions have already carried out or been carrying out the reform of salary system of the civil servant. One of the outstanding directions and principles is transformation from the fixed post-rank pay scales to floating pay ranges. At present, Chinese scholars have concerned with the introduction of broadbanding salary system into business enterprises. But an empirical study has been prominently lacking in the area of application of broadbanding salary system in the system of civil servants in china. This paper analyzes the salary system of civil servant of our country from the point of view of management and politics mainly adopting the methods such as literature review, demonstration and etc.. At first, this paper introduces the research status of both domestic and international on the salary system of civil servant and related theories review. Secondly, this paper analyzes the current status of the salary system of civil servant of our country. And then this paper introduces the System of broadbanding salary and the precedent for its Application. At last, this paper brings forward some suggestions on introduction the broadbanding salary into the salary system of civil servant of our country. That this paper can make a little contribution to the improvement of the salary system of civil servant of our country and then guarantee that the government owns an efficiently, incorrupt civil servant troops.
