With Chinese enter into a social transition period of diversified interests, by the citizen's political participation consciousness and the idea"rule of law"strengthening, deliberative democracy is the development direction of our country's democratic and the political demands of building a socialist harmonious society in China.Deliberative democracy is a Western democratic theory that rose since the 1980s, its core is to reach social harmony through public consultations. In recent years, our country academics have started paying attention to the meaning of deliberative democracy in theory and practice, and began to study it. But most remained study our country's democracy and grassroots democratic practice on the basis of deliberative democratic theory under the social background. There were a lot of research on socialism harmonious society in domestic , but majority of these was to explain the connotation and features of the socialism harmonious society from these aspects such as philosophy, economics, ethics, sociology, political science and so on and how to build it. This paper will attempt to study the relation between the deliberative democracy and building the socialism harmonious society from the perspective of the social conflict, I hope make an exploration to provide an effective democratic political mechanism that can resolve the conflicts and contradictions have emerged in the process of building the socialism harmonious society.The first part clarifies the socialism harmonious society is the society where there exists society conflict from the social conflict theory. This is a consensus in modern sociology that the social conflict is inherent in society and is universal and objective existence. It is basic form of social operation .It is deeply rooted in politics, economy, ideological, cultural, and other aspects of the social structure. It is social objective that does not transfer disregarding the people's will. But simultaneously the social harmony also is humanity's basic behavior accompanying the social conflict, the social harmony is one and one specific results of the development of the social contradictions and the social conflicts, the social conflict always contains factor of the social harmony, the social harmony is based on the difference and the conflict. So-called it is harmony that it is certainly not say there is no conflict, but the social institutional arrangement can accommodate the conflict, can resolve and reduced the disordering and unnecessary social conflict.
