Egypt is considered as a significant nation within Arab region because of its important strategic location in the Arabic area. It has been over 25 years since Mubarak held the reins of government in Egypt, and Mubarak's tenure of President is the longest stage in the Egyptian history till now. By virtue of Mubarak's outstanding political ideology and powerful government, Egypt managed to resume diplomatic relations with other Arabic nations and rehabilitate its reputation. In the period of first 10-year administration, Mubarak enlarged political participation and Egyptian masses became to exercise more democratic rights. Meanwhile, Mubarak was conducting economic reform. Through structural adjustment in economy, Egypt departed the 1980's awkward predicament. In addition, Mubarak carried out extensive "Balance of Diplomacy" activities to obtain recognition and regain Egypt's great influence on other Arabic nations. Facing with economic globalization and political multipole, Mubarak has been dealing with domestic affairs and international relations pragmatically during 1990's. From a practical point of view, Mubarak pays more attention to Egyptian self interests and formulates national policy aimed at economic development and political stabilization. In addition to maintain traditional friendship with Arabic nations, Egypt attaches importance to reinforce and develop better relationship with America and European nations. Moreover, Mubarak exerts himself to improve the relations between Arab and Israel. Guided with the policy of "keeping balance", Egypt strengths its national power and plays a more active role in the world.The principle of Marxism and the theory of international politics are applied to this dissertation, study achievement of other science adopted as well. The author discusses the adjustment and transformation of Egyptian domestic affairs and foreign relations by stages (1.Adjustment stage: the first 10 years when Mubarak succeeded as Egyptian President; 2.Transformation stage: from the termination of "Cold War" till now). Besides, the dissertation combines Egypt's domestic adjustment with the transform of its international circumstances. The topic focus on those issues concerning national great interests and the author endeavors to analyze the whys and wherefores in the process of making domestic policy and international decisions.
