On The Establishment Of The Clean Government Of Modern China From The System Theory Angle

During the procedure of constructing the harmonious society of China, the quality of incorruptibility from the public servants has most been concerned. We are now facing four patterns of deep end, which are system deficiency, lack of intendance, the corrupt cultural environment and seeking the profit in maximum. These issues do harm to the whole society deeply and widely. The credit of the government is threatened, so constructing a clean government is the most urgent.Constructing a clean government is not only a practical problem but also a theoretical one. We should work out the rule and meaning, then the key points of constructing a clean government, finding the relationship of them. From the former research, I find that some opinions on concluding the experiments and stating the outcome of constructing a clean government exist everywhere. Others focus on some aspect of constructing a clean government, which provide good edification to solving the problem.This lecture believes that, the establishment of clean government is an item of systematic engineering, so any sole methodology can not solve the problem fundamentally, except the using of the system theory, the analyzing from each angle and level, working out the environment and condition needed by the constructing campaign. That outcome should also be the effective way of constructing a clean government. The establishment of a clean government comes along with the public power, and itself belongs to microscopic subsystem under the political production system in the social subsystem.The answers to how the establishment of clean government provides the essential condition with the energy and the revolution for the higher authority various systems,eaqul to the essential factors, the structure, the function as well as the reciprocity in the establishment of a clean government .What the basis of existence of the establishment is, what the value support is ,where the information of sustaining an open system comes from, where the power supply to sustain a stable system comes from, we can get answers to them as the full essential conditions of system existence and good functioning in the establishment of the clean government .This article takes the system theory as the basis, and seeks the "lever key (Peter Senge)" to the problem. The lecture constructs four subsystems by answering the former questions. They are system and law subsystem, information and surveillance subsystem, culture and moral subsystem, power-driving subsystem. In the first system, the core is the public power; In the information surveillance subsystem, the news and public opinion supervision is "the fourth authority constitutional government", which provides the information input-output for the establishment; In the culture and moral subsystem, the political culture provides the value support for the establishment; In the last system, the salary provides the most direct drive Through the level relations of system theory, the ultimate analysis believes that, the authority, the news and public opinion supervision ,the political culture, the salary are the four elements for the subsystems respectively, the first three are lever keys, and the latter is the high lever key.The paper forms the frame from those thoughts: the first two chapters are introduction and the significance of system theory analysis respectively, the third and fourth chapters are designed for the paper main body, analyzing the four survival requirements as well as reciprocities. The author believes the driving subsystem is the most important for the honest government .Therefore, the driving subsystem is alone to be a chapter, researching along the driving -matter driving - the salary - high salary line. The paper talks about the practicability of high salary of cleaning system. in China's serviceable question is this article key point, also is this article innovation place. That is a new angle of the research in the field. In the fifth chapter, the author works out a systematic way of solving the establishment of the clean government. The four plans are interacting in solving the problem.
