The Research Of Deficiency And Improvement On Local Government Credit In China

Government credit is an important part of social credit system. A well-built government credit, which is a symbol of the legitimacy of the government and is in favor of showing a good government image, can create a friendly relationship between government and citizens. It can also enhance the efficiency and the quality of the public service. As a result of what mentioned above, a perfect system of the society credit can be achieved.Being grass roots regime, which is the organic component of our national regime, local government credit forms and embodies national credit. Nowadays, lack of local government credit is a general phenomenon. Therefore, it is very urgent to strengthen the research of local government credit and form a scientific, impersonal and just government credit system on it, So that carry out effective measures to improve local government credit.This paper takes local government credit as research object. The aim of this paper is to study and seek problem sources and improvement strategy of local government credit.First of all, It summarized and reviewed relevant research on government credit. In terms of the main clue, raising, studying and solving problems, having made comments on relevant researches, it defines the credit of central government and local government. Based on the theoretics, research the actuality of lack of credit on three aspects: law and system; dicision and management; morality. Secondly, On this condition, it parses the reasons of lack of local government credit. Thirdly, Studying and referring to foreign government's successful experiences in approaching government credit, it gives us realistic significances of approaching our local government credit on trust; participation; performance; publicity and transparency. Finally, it points out effective approaches to improve local government credit: Reasonable adjusting connection of central and local government, enhancing the consciousness of local government credit, setting up scientific and democratic decision mechanism of local government, setting up right government open-information system and enhancing system construction of government credit evaluation.
