A Study On The Socialization Model Of Military Medical Insurance

Under the specific historic conditions, the medical service system of PLA has played an important role in maintaining the health of military members and enhancing the rallying power and combat capability of the army. However, with the change of environment, the current system shows some problems and weaknesses gradually and cannot meet the requirements of present reform of the national medical insurance system and the modernization of the army. The insufficient medical services for military members have seriously affected the combat capability of army. The reform of military medical insurance in May of 2004 doesn't basically solve the problems of the medical services at state expense. The expenses of medical services are still not co-shared by the state, army and individuals. This reform only enhanced the management of medical fares. Aiming at solving the problems of the medical services at state expense and protecting the benefits of military members, this paper tries to establish a model of medical insurance with characteristics of PLA as an emphasis in the future reform.In this paper following works have been done to discuss the issues about the socialized military medical insurance model, which is in accordance with the development of socialism market economy:First, this paper introduces the research background, significance, present status and trend of military medical insurance socialization, relative knowledge of medical insurance, the concept and features of military medical insurance. The concept of military medical insurance is discussed in both broad and narrow sense. Also the beneficial objects of military medical insurance are specified.Second, based on the introduction and analysis of the 5 basic current medical insurance models inside and outside China, it is suggested that the construction of military medical insurance should take the state economic power as presupposition, take fully the situation of China into account, consider the occupation features of military members and borrow the successful experiences of foreign army and civil medical insurances.Third, the SWOT is applied to analyze the current status and drawbacks of the military medical services at state expense. Based on the analysis of the interior and exterior environments of military medical insurance, the key factors, which may have significant effects on the military medical insurance, are explored. Then each factor is placed in certain order to form a SWOT matrix. According to the integrative strategic analysis of the matrix, N strategies of SO, ST, WO, WT are worked out and analyzed comprehensively in order to find out the most practical strategy as the decision-making evidence of military medical insurance. Based on the analysis of military medical needs of certain unit in Hunan Province, a socialization model of military medical insurance is constructed.Fourth, The socialization model of military medical insurance is further discussed to figure out the aims and principles of the socialization model of military medical insurance, to suggest a multi-level military medical insurance system including the basic military medical insurance, the supplementary military medical insurance and the commercial military medical insurance, to establish a reasonable financing mechanism of military medical insurance, a scientific operating and payment method of military medical insurance fund, and a supervision mechanism of military medical insurance fund.
