Public Policy Making & Formulating Instituion Of Coordinating Interests

Public interest has becoming an important concept in modern public management theory , and publicity has become government's nature. As government's output , public policy must pursue public interest. So interest coordination is certainly included in policy making process.China is being in the phase of transformation of society and economy. In this period, interest body and value orientation are becoming more and more, interest difference is becoming more remarkable, interest contradiction is becoming intense. Confining interest relationship, it is the requirement of developing economy, maintaining social stability, and establishing well-off society. There are still some defects in our policy making system. So research public policy making combined with building up interestinstitution, which is both meaningful in theories and in practice.By using the game theory , this paper offers the answer: public participation in thepolice making process ,and gives National People's Congress (NPC) and hearing system for choice.
