After entering the new century ,the Third Plenum of 16th Central Committee of the Communist Party of China(CPC)put forward a new concept that we will erect the Scientific Development Outlook of"insisting on People-Oriented, building up the development outlook with comprehensiveness ,coordination and continuity, accelerating the development of economy and society and the comprehensive development of people". This indicate that the bran-new developing concept of economy and society of our party was formally established, among the Scientific Development Outlook ,"People- Oriented"is the essence and the core of the Scientific Development Outlook.
