The Civil Service Training Under The Service-oriented Government

National Civil Service Training means all kinds of educational and trainging activities to all levels and sorts of civil servants developed by government according to the requirement of job responsibility and improvement of civil servants'ablity. Training is the key to human resource management, so is the Civil Service Training to National Civil Servant System. Civil service training should combine the functions of renewing and continuing civil servant's knowledge and improving their ability.Civil servants actually perform the functions of government management. Whether the functions of government management perform well or not, it depends on the civil servants'ability and development. Civil Service Training plays a very important role in human resource management of government. It helps to improve civil servants'ability and development in order to satisfy the people's demand for the quality of civil service. Service-oriented government meets present-day society's need of functions of government management. Nowadays the government is changing from the versatile functions model in the planned economy period to service-oriented function in the market economy period, so supplying civil service is the main responsibility of the government. In order to adapting this character and tendency, the civil service training should also follow it and present new characters and tendency.So far comparing with the research on enterprise training, research on civil service training is relatively dropped behind. Through the international and national research result of civil service training, this paper wants to investigate the tendency of national civil service training under market economic conditions in order to develop the national civil service training. This paper wants to search for the right direct of civil service training on the basis of analysis of actual conditions of civil service training, definition of service-orientated government and requirement of civil servants'ability. According to these analyses, it points out that our government should reform the civil service training by using the definition of service-oriented government. And the training should adapt new ideas and methods for the development of the government and complete the requirement analysis for training, rationally design the contents of training, adopt efficient performance method and inspiriting system, introduce market system to complete the training net and emphasize that only adopt correct reform method can the training be improve and efficient.
