In recent years, our country proposed the human first scientific viewof development. On one hand, it is the inevitable consequence of the evolutionof development view. On the other hand, it is from the reconsideration tochina's reality. Among them, human first manifests the humanism orientationof the scientific view of development. The thought of human first has a longhistory, the thought of people first of ancient China, the thought of humanismof western countries and the thought of human first of Marxism philosophy allare its thought source. The thought of human first has rich connotations: Theword of human in the human first has double connotations: one is the peoplewho represent the subject of history and the people that every one has differentidiosyncrasy, the other is the sort of human being; the fulfillment ofpeople's need is its realistic aim; the appreciation to the subject functionof people reflects its wisdom; the all-round development of man is its ultimateaim. The thought of human first is the essence and core of the scientific viewof development. System civilization has the function of regulating andcontrolling people's behavior, and it can make a development goal implementeffectively. So system civilization construction is the key to practice thehuman first scientific view of development.
