The Research About The Problem Of Public Policy Evaluation's Quality

The modernistic theories of public policy evaluation have been in the situation of the controversy of rationality and validity on both sides, the reason of value and reason of tool was on the condition of as one falls another rises. There are two reasons to use quality problem to summarize the question in policy evaluation, one is validity between principle parts, and the other is the common in rationality between subjects and objects. In this paper, based on the analysis and comparison of related paper and document of China and foreign countries, the author believed to solve the problem produced in the polyphyletic and multi-center context, by the unified,homologized langue rule is the reason why these problem exists in policy evaluation.This paper has researched the correctness of to solve the problem by the returns of discourse theory, and make a multi-visual angle research about the quality of public policy evaluation. The paper altogether includes five parts. In the foreword, the background and current research situation of public policy evaluation problem has been discussed. In the fist three parts, the research method and main thought of China and foreign countries about the quality of public policy evaluation problem has been analyzed. The third part mainly researches the probability of improving the quality of public policy evaluation. At the last, by using a lot of example of case, the revelation of these discusses to the realization of our local government's policy has been illustrated: we must pay attention to improve the following parts: the equation of public power and citizen right; the equation of the policy process itself; the equation of policy process and policy environment; the equation of policy development in our country, that include the equation of theory and practice and the equation of the level of policy development in different region. It's necessary for our theory to convert to the practice of policy evaluation.
