Even though, peace& development is still the motif of this era, the world is not peaceful. All kinds of public emergency come forth, which happens in China, too. With the complication of the society, increased the factors causing crisis, which leads to crisis emerges in many different fields. Xinjiang is situated at the national minority area of our country, the public emergency of Xinjiang has its own particularity and the complexity compared to other areas, how to prevent crisis? What should the officials in Xinjiang do to reply to the crisis causing public emergencies and how to improve response capacity? These questions are the important task for our Government.Firstly the paper elaborates the present situation of domestic and overseas research on the crisis management theory and the ability theory. According to above theories, we propose the bare bone contained 12 dimensions on response capacity for emergencies in Xinjiang. According to the foundation of these, this study is aimed at developing a questionnaire to assess the response capacity for public emergencies, which consists of 12 dimensions. From the investigation and result of questionnaire, more problems were found, in view of existence problems, we put forward advices for improving present capacity in Xinjiang.
