Political legitimacy refers to the main political power has and executesthe power to some political legitimacy and dignity. Rousseau said: "Even thestrongest will never be strong enough to be always the master, unless hetransforms force into the right, and obedience into the duty" "Power doesnot constitute a right, and people only have the obligation when it' s legal."How, then, can the power be transformed into right, and transform obedienceinto obligation?Habeimasi pointed out to save political legitimacy in this crisis, theonly way is to revive the public sphere, and give full play to its democraticfunction. Because communicative rationality is the Public sphererationality. Communicative rationality is fit to the truth validity claim,rightness validity claim and sincerity validity claim. So the CommunicativeAction has more reasonal than other behavior and having widespreadusefulness.This article firstly introduce the habeimasi political legitimacy andpoint out the limitation of the communicative rationality theory. So I thinkit is wrong to take the Communicative Action as the legitimacy foundation.Italso is not successful to reconstructs the public sphere to save theLegitimacy crisis. Because the language behavior is not the transcendent andinsular. It will be restricted practice. This thing makes the Public spherehas not always universalism and represent the people' s benefit s. Toaccurately comprehend the Political legitimacy, it must be connected socicalmaterial productivity and avoiding legitimacy judgment becoming subjectiveguess.
