Research On The Standardization Of China Oil & Natural Gas Industry Legislation

Oil and natural gas enjoy vast significance on economics, politics andmilitary. The contradictory between supply and requirement of oil andnatural gas is increasing. Oil and natural gas became the key point and thetarget of competition of every county. So the protection and utilization ofoil resources and the safety of oil supply are significant issues ahead forhuman people.The solution of those problems involves many factor includingfacilities, techniques and capital as well as invisible regime, administrationand strategy etc. institutional economics and industry regulation reflect theimportant position of law. Unsuitable with the economic growth and thesignificant position of oil in national economics, the oil & natural gaslegislation is much lagging and incomplete.As the development of the Integration of Global Economy, thecooperation and communication in oil industry between China andinternational oil enterprise is more and more often. The oil and natural gasregulation should coordinate with international customs. The oil andnatural gas laws in the U.S.A, the Great British and Venezuela areintroduced and the common ground of international laws and regulationson oil and natural gas is concluded. This paper proposes relatively completed oil & natural gas resourceslegislation based on the foundation of < oil & natural gas law>, coordinatewith other legislation, cover all oil and natural gas industry and oilreservation, include oil & natural gas resources special regulations,department regulations, endemism constitutions and profession internalcriterions.
