Poverty is a global, long-term and comprehensive problem. Since the 90's of the 20th century, as China's economic reform and social transformation, the interests of all parties structural were changed. Such changes in social division and conflict, in cities has become more evident. Urban poverty in our society has increasingly become a prominent issue. To solve the problems of urban poverty is not only the demands of economic development, but also is the social equity and justice demands.According to international experience, to deal with socio-economic structural adjustment which led to the large-scale problems of poverty, the most effective social security system is the scheme of social assistance. The scheme of minimum standard of living is one of the social assistance systems, it is the most market economic countries generally implemented to protect all citizens the basic right to life. The minimum standard of living security system tries to find appropriate compromise between in a fair and efficiency: It's the last safety net of the social security system, it strongly protect every citizen won't in a helpless predicament when they are in life difficult; It embodies the spirit of humanitarianism, regardless of cause of poverty, as long as the recipients are living in poverty, they have the right of being assisted; But at the same time, to avoid psychological dependence on welfare,government have to formulate suitable support line to grasp the principle of proportionality,moreover, once the recipients out of poverty, it should withdraw from the subsistence allowance system. From June 1993, Shanghai to start the "minimum living standard line for urban residents system" run, the scheme of urban residents minimum standard of living has had 14 years history. As a universal and effective social policies, this system plays a huge role for protecting urban poor groups and building a harmonious society. However, because the system running time is not long, little experience, regardless of the system design or system operation have many weak, lead it difficult to achieve the aim of protecting urban poverty.Social Policy Studies, in a sense, is to represent the interests of vulnerable groups to participate in the revised policy inadequate, make it possible to benefit every member of society, and make social policy become more reasonable, more fair. China's urban poor groups face problems of social exclusion, institutional factors impact on them very directly. It provided an effective angle for observation of the scheme of urban residents minimum standard of living.Elimination of social exclusion and develop effective supply balance of interests have become the importance conditions of modern social harmony environment. Through analyzing the gaps in the system, try to find the reality needs of the urban poor groups to combat social exclusion Our government in the system should undertake responsibility. China's urban minimum standard of living system are relatively more prominent problems can be divided into two categories, namely : system funds and system operational issues.In view of the issues of current urban minimum standard of living system such as lack of funds, low protection standard, lack of supporting policies, backward management, to re-sort out include financing, aid norm, the supporting policies, procedures and Other related contento Using a large amount of data and facts to be demonstrated, to build up a practical support system of urban minimum standard of living system. The minimum standard of living system will become the relief mechanism that is in charge of the government, realizes classification relief, has a standardized procedure and focus on the development of the poor and integration of policy.
