Research On The Electronic Service Maturity Of China's Vice-provincial Cities

The construction of city government portal website is an important constituent of electronic government construction, and it is a window of providing electronic service to the public by the government. It provides government information to all walks of people, government service online, reflection public opinion, as well as the comprehensive information of government supervise, but the effect related to electronic service provided by government website is little known. Along with the promotion of public awareness, public expect and request government to provide a better service. And the public hope the government to realize its management and service function in politics, economy, society, and to enhance public's adaptation and reaction capacity, to improve the service quality, service efficiency and service capability offered by government. The vice-provincial cities are key cities of regions and they play important roles in economic and social development. How to improve service capability has a great significance impact in promoting the electronic government level of entire nation. In order to discuss the electronic service maturity of vice-provincial city government portal website thoroughly, proceed with electronic service provided by government portal website. Firstly, with reference to the studies on assessment government portal website at home and at abroad, this paper mainly evaluate two kind of electronic services-government to business and government to citizen, and establishes two dimension index systems including service content maturity and service delivery maturity. The service content maturity includes two compositions-service content breadth and service content depth. All levels of indexes directly reflect electronic service maturity of vice-provincial city government portal websites.Then; we use this system to carry on the evaluation of government portal websites of 15 vice-provincial cities. Finally, through the analysis of results of the assessment of the government portal websites, this paper proposes five suggestions to promote the electronic service maturity of city government: Be clear about the localization of city government portal website; paying attentions to the functions of electronic service in transforming government service pattern ; Completing service demand analysis and realizing customer-made service; insisting service innovation and reform; Unifying "Administrative Permission Law" positively and speeding up the reform of administrative examination and approval.
