Aiming at major managerial problems occurred in the process of electronic government construction in China, this article addresses the necessity to implement project management in constructing the electronic government based on deep understanding and analysis on the knowledge system of project management.Based on the analysis of the current E-government projects both at home and abroad, this article brings forward detailed managerial methods in the 5 processes of start-up, planning, implementation, control and acceptance check. During the start-up period, much attention should be paid in systematic planning as well as the integration of project aims, the setup and functions of government agencies. At the same time, a project organization should be established with its responsibilities and communicative mechanism being defined. During the planning period, the breakdown of plan is important in which minimum units, responsible person and time of completion should be divided and made clear by levels to achieve the guiding function of the planning. Meanwhile, risk analysis should be made in fields of technique, organization, exterior, project management and others. During the implementation period, the recording and safeguarding functions of documents, as well as risk management and control should be addressed. At the same time, the quality of implementation should be assured in aspects such as the rationality of planning and program, sufficiency of training and others to provide the basis for a regular system operation afterwards. During the control period, the project team should make a balance among the requirements applied by each department to achieve the control target and avoid a limitless project scope. The project quality control should be conducted by specified targets, then the implementation, process or progress of the project should be adjusted according to the feedback information. During the acceptance check period, complete, detailed and operable standards and methods should be set up to achieve the check and acceptance in every aspect of the project by process and by step. Thus the test and check of the early implementation of the project could be realized, the system construction could reach the scheduled aims, and the stable regular operation of the system could be promoted after the completion of project.In the end, the implementation of project management in E-government construction is introduced in the office automation system of Harbin Development Zone Administration Committee. Combining with the characteristics of E-government construction, the project team makes practical use of project management methods in the OA system construction and achieves the success of the project implementation. At the same time, the managerial methods adopted in the OA system project by Harbin Development Zone Administration Committee serves as a practical example in the developing E-government construction. It also provides a platform for the study on project management in E-government construction.
