PPP (Public-Private Partnerships) is a kind of service-providing institution, which came into being in the public administrative reform process of western countries, and is suitable for the municipal utility area. Against the background that our state's municipal utility is urgently to be reformed, as far as our state's utility reform is concerned, whether this exotic is available to our country, why it does so, and how to put it into practice, are all to be demonstrated in detail. This thesis aimed at the construction of the PPP's organizational structure in our nation's municipal utility. Based on the theoretical analysis about the characteristics of PPP and the necessity and rationality to apply it, this thesis indicated that our state's municipal utility area is confronted with a huge institutional change pressure, and the optimal institutional arrangement choice is PPP. However, ground on the differences of the public administrative reform logic between our country and western countries, in the process of constructing this kind of organizational structure, it is necessary to take the PPP's organizational structure amended according to the fact of our state's municipal utility. The tasks that to be fulfilled is unique.The first part of this thesis acts as the introduction, which put forward and defined the topic of the thesis. The second part demonstrated the theoretical basis of PPP, which deducted the connotation and characteristics of PPP from the evolution of public goods' supplying theory. The third part analyzed, from the economic mechanism aspect and practical factors aspect, the necessity of the PPP's coming into existence and its applying to municipal utility area, based on which, the fourth part reasoned, by relative models of organization theory, this institutional arrangement's rationality in its organizational structure with respect to the traditional pattern of public goods' supply. The sixth part briefly reviewed the western countries' Reconstruction Movement of Public Administration, pointed out that there are two aspects of inspiration that we can draw from this movement about our state's administrative reform, i.e. on one hand, instead of blindly attempting democratic administrative setup, the administrative reform that our country quested should laid stress on the completing of bureaucracy, but on the other hand, as on the institutional structure level we integrating bureaucracy, on the institutional arrangement level we should at the same time try to import the reform products of western countries, make them amended according to the situation of our country and apply to our reform process. To be brief, our state's administrative reform should seek to exceed bureaucracy by completing bureaucracy. Given this kind of difference on administrative reform logic, while PPP as an "exotic" is to be applied to our state's municipal utility area, which part of it should be amended is clarified in the sixth part as well. As the conclusion part of this thesis, the seventh part indicated that, to constructing PPP's organizational structure in our state's municipal utility area, we should, on the institutional structure level, reinforce the construction of relative regulation system, and, on the institutional arrangement level, adjust the role played by Producer and Arranger respectively, construct a legal, independent, transparent administrative supervising system, and, from long view, grope for citizens' direct participating mechanism in the administrative supervising system.
