The Research On How To Build Up A Democracy-governance Response Mode In Chinese Government

Because of the leading of the democratic administration, the government response problem is one of the most important problems in the current administrative research. Improving the ability of the government response function and building up a responsible democracy-governance response mode are the goals of all country's administrative reform. All the same, building up a democracy-governance response mode is the important problem in current Chinese government reform.The article is divided into six parts to carry on the research.The first part is introduction. Firstly introduces the significance of the study of government response; secondly introduces the present condition of the domestic and international research; finally introduces article research methods and ideas.The second part is about the analysis of the theory of the government response. Firstly introduce the connotation of the government response theory; Secondly introduce the theory of the government response and the development of the theory; Thirdly through the theoretical analysis of the Government's response, the article abstracts the three kinds of government modes, one by one in order is an administrative-control government response mode, market-oriented government response mode, a democracy-governance response mode, and sums up that a democracy-governance response mode is the trend of the government response.The third part the article discusses the successful experiences of the developed foreign country's government reform.The fourth part mainly discusses certain period of Chinese government response mode, and analysis that current Chinese government is on the stage which is in the administrative-control government response mode to the democracy-governance response mode; a democracy-governance response mode is the Chinese government's future development trend. The fifth part mainly analysis the constraints of building up a democracy -gover nance response mode in current China.The sixth part discusses how to build the democracy-governance response mode. To build up the democracy-governance response mode, the author believes that three aspects should be done: First, to transform government functions, building a service oriented government is the precondition of building up the democracy-governance response mode; Second, strengthen the construction of public expression channels is the key point of building up the democracy-governance response mode; Third, To improve the quality of the public is the external support of building up the democracy-governance response mode.
