In the era of knowledge economy, with the political and economic structure form in China continued to deepen, the development of the civil servants cadres, who are the policy makers and implementers, is demonstrated more and more important. Particularly, in the process of building a Socialist harmonious society with the guide of scientific development concept, the problem that how to implement the goals of the Party and the State in selection, training, assessment of the civil servant cadres, must be resolved.The article is seperated into four paragraphs. Based on the topic background and meaning of the topic and the research result on competence, the first paragraph proposes the thought, method and possible innovation of the whole article. The second paragraph emphasizes the theory on competence, competence model, civil servants competence and model native and abroad. The third paragraph brings forward the frame of nation middle-level civil servant cadres'competence model, including basic ability, post ability, operation ability and study &development ability. And provides questionnaire to middle-level civil servant cadres in Xiangtan. Through data statistic and analyzing, the article verifies the validity of the model.20 competence genes are withdrawed within it: observation question ability, accurate judgment ability, the imagination, innovation ability, interpersonal junction relations ability, policy-grasping ability, information-utilizing ability, cooperation- coordinating ability, resources-using ability, correct policy-making ability, the communication and coordination ability, order execution ability, analyzing ability, professional ability, overall plan arrangement ability, analyzing question ability, learning capability, self-appraisal ability, self-regulating ability, self-remolding ability. Then the official intermediate deck cadres'competence meter is established, providing the actual operation significance reference for the cadre troop's modern management.The fourth part analyzes the meter and the result statistics using the SPSS software. In the real diagnosis aspect, this part first carries on the indication statistics to the sample, and analyzes the influence to competence model factors made by sex, age, school record, job seniority .Then validity and effect analysis about the data is carried on, to guarantee the reliability of the questionnaire and result. Finally the factor analysis is carried on, the biggest effecting factor to competence is screened out ,and the final model system is obtained.Finally, the article proposes the main innovation spot from the research angle and the research technique, and proposes the further study direction, so as to give more thorough research to the official intermediate deck cadres'competence model.
