Research On Emergency Management Of Abrupt And Public Affairs

With rapid modern city civilization growth, new features and regulations of abrupt and public affairs come forth now days, which brings the new challenges to the emergency management of government, and the new requests of the theoretical research as well. So far, the Tri-System for Contingent Cases in China has been shaped partially and Master State Plan for Rapid Response to Public Emergencies and Emergency Response Law of the People's Republic of China have been issued. At present, research on emergency management of government focuses on its practice and application, but overlooks its academic research a bit. So in this case, based on theories of crisis management and public crisis-governance, the paper discusses the dilemma and measure in emergency management of government of China under the layout of so-called "big ministries system" reform. Meanwhile, the paper tries to make some suggestions from the angle of Good Governance System. Firstly, giving the complete commentary of the related research on the abrupt and public emergency system, the paper thinks some research focus on two aspects, 1) introduction to the cases in foreign countries, 2) summary the experience at home. Based on the foundation of the theory of Crisis Management and Public Affairs Governance, the paper integrates some theories, such as Multi-role Anticipation Game Theory Selection, Network Governance Structure in Public Crisis as its theoretical analysis framework. It also could be regarded as an analysis tool to current situation of our country, discusses how to build and improves the public governance system.Secondly, in order to support the cross-culture comparison research, this paper analyses the current emergency management of New York, USA and Tokyo, Japan, refines out the useful benefits to our country, points out that the unified comprehensive emergency management institution, social response system in the city emergency management, and the capital circle emergency cooperation system which is the major parts to be built in our country.At last, with regard to the case of serious snow storm in northern area in 2008, it analyzes the potential problems of the domestic emergency system and points out the following issues: isolation of internal government departments, block management, lack of effective responsibility taking of emergency management, and no system of abrupt public affairs governance system, etc. In order to solve these deep contradictions, the paper suggests that a multi-role anticipation network governance system that involves NGO, a city cluster emergency linkage management system and the corresponding responsibility taking and monitoring mechanism should be built.
