Research On The Phylogeny Of E-Government

In the paradigm of"post-industrial society", science and technology is the central dynamic which could cause the reforms of social structure. And it is precisely because these reforms promoting the governments to apply E-government as a response. The reasons are as below:Firstly, the post-industrial society is a huge society, which not only has mass people, but also has the complex division of labor. Transmission and communication of information is a common problem. Thus, enterprises universally use the information and communication technology to improve the problem. Finally the whole process of economy can be realized in Internet. From this significance, E-government is a technical response to the change of society.Secondly, the post-industrial society is a society rich in matter, because of the direct combination between science and technology. After satisfying the basic material demands, people require the enterprises and governments to supply the individual products and services. This means the bureaucracy must enhance its reaction ability. So many governments hold a remodeling campaign, and use the information and communication technology to promote the reaction ability. It finally induces the emergence of E-government.
