The relationship between China and America is one of the most important factors in the international relationship system. The peace and stability of the two countries are closely related to the interest of the people in both countries, and even the people all over the world. Since George W Bush became the America president in the year 2001, neo-conservatism has been the official ideology domineering the White House.Neo-conservatism strongly attacks liberalism, advocates the monistic ethic, and raises the politics among countries onto the moral level, claims that America will take action primarily. Therefore, Washington will definitely not be so kind to China who holds a different national ideology. However, generally speaking, the relationship between China and the US is developing steadily after all the clashes.In the thesis, the author looks back all the events in the Sino-US relationship since Bush became the US president, analyses all the events from the competition to cooperation, explores the guiding idea of all the events, summarizes the way how the American diplomatic policy towards China alters, and dig out the essence hiding behind all those phenomena.The research finds that no matter how the policies alter, neo-conservatism is always the guiding idea hiding behind. Bush's aggressive attitude towards China in the very beginning of his first presidency perfectly shows the claim of taking action primarily. After the 911, the altering of his policy towards China doesn't mean the altering of his attitude towards China. All these evolvements are tactic but strategic. Nowadays, many authorities still consider China as a threat. Some of them even announce that instead of solving the problems between China and the US substantially, the 911 just lays the problems aside. Whatever, the relationship between the two countries is improved, which will only benefit the people in both countries and help build a peaceful world.Therefore, to comprehend the neo-conservatism will help us study Bush's policy in his 2nd presidency; help China make diplomatic policy flexibly; and strive for the peace, stability, and prosperity of China and the US.
