Emergence And Suggestion For The Civil Explosive Administration Of Government

As one special goods, the explosive production is a very important function in the civil National Economic Production. But given its own function for inflammable and explosive, its mismanagement may generate great seriousness effect for the state, the society and peoples. In the past few years, witnessed were required a few serious explosive accidents in the country, leading to severe losses and creating very bad effect.The objective of this thesis, is to produce some useful suggestions for the administration of the civil explosive in the nation. The author combined the theories of administration, and crisis management, with research finding from his own practice of the civil explosive administration of government. With the collected data and information, the author analyzed exhaustively. With the case for the change and the defect of the administration of the civil explosive administration of government in Sichuan Province, the author summarized the change and present situation as well as the defect of the administration of the civil explosive in the nation, and then contrasted the civil explosive administration in Western countries.On the base of those analysis and research above, the author presented the following conclusions for improving the civil explosive administration of government in the China: 1) Improving the system of the coordination, and enforcing the cooperation among the civil explosive administration; 2) Amplifying the system of the civil explosive administration; 3) Enforcing the troops of administrator of the explosive, and executing legal censor strictly; 4) Amplifying the system of preventive for the emergency in the government; 5) Enforcing the reformation and development of the civil explosive; 6)Enforcing the function of the civil explosive association.It is a systems project for improving of the civil explosive administration of government. To enforce administration and improve the efficiency of administration, it is necessary to have more experts and scholars to more deeply and systematically do research on legislation and executing in the future.
