Study On Chinese Governmental Public Regulation Pattern And Mechanism

The public regulation emerged from system of planned economy, which is unsuitable for the development of socialism market economy.Based on the comparisons between domestic and foreign scholars' definition about government supervision analysis, the four theories in public regulation, the thesis puts forward its viewpoint on the connotation of public regulation. Meanwhile, the public interest theory of regulation, the interest group theory of regulation, the interest group theory of regulation and the immaturity theory of law, have been introduced and analyzed briefly, and also the theories' main viewpoint, their advantage and disadvantage and inspiration for us have been expounded.The article summaries and the developing history of our public regulation system and system represented by America and Britain. Through the situation's analysis of our public regulation pattern and mechanism, these problems in regulation content, process, effect and system construction are disclosed and the causes and influence resulting from our public regulation system are explored.According to the experience and developing tendency of foreign public regulation, as well as the reform and perfecting of our government public regulation, the article suggests to set up modern public regulation system of government regulation, legal regulation and industry self-control regulation, also designs lots of public regulation mechanisms.
