As the uncertainty of information age increased and the division of knowledge developed, the Government Process is requested to strengthen in line. This makes government process management develop inevitably and become the essential content in the field of e-government affair. At the same time, as Chinese economic system has reformed deeply, social structure has changed largely, the pattern of interest has adjusted deeply, the idea has changed profoundly, the implementation of government accountability has become the essential need of strengthening and clarifying government responsibility, improving government management and establishing responsibility government, and also meet the urgent need of building a service-oriented government. Both government process management and the implementation of government accountability play major roles in improving government performance, building efficient government, responsible government, the government ruled by law and a service-oriented government. On the base of this, the thesis is established in the study of the relationship between government process management and the implementation of government accountability. However, the aim of the study not only intends to clarify the relationship between them, but also intends to solve the problems which we have in implementing government accountability in every step of government process management and which we have in improving the efficiency of government process management and effectively implement government accountability.This thesis consists of three parts.Firstly, concepts of government process and government accountability. The starting point of academic study is to understand concepts exactly. First, the concept of government process. In order to understand government process, we need to study both its meaning and its extension. On the base of explaining business process, we summarized three characters of government process: government process has start-point, end-point and aim; government process has steps of input and output; government process is also having levels and structure, and advises the difficulty and keystone of government process is government process in multi-sector. Second, the concept of government accountability. On the basis of clarifying government responsibility, we deeply analyzed the concept of government accountability from such aspects as the subject, the object, the scope, the process and the result.Secondly, the aim of government process management and the implementation of government accountability. An important part of government process management is perfecting government process. Therefore, before we set up the aim of government process management, firstly we need to analyze the course of perfecting government process, and establish the model of perfecting government process. On the basis of these, we start to analyze the aim of government process management. The aim includes: to make government process management become scientific, to make government process management become efficient and to make government process management rule by law. In essence, government accountability is an democratic intendance and an control mechanism. The aims of the implementation of government accountability are to make sure decisions are made scientific, to raise the ability of government and to emphasize democratic supervising.Thirdly, the interaction between government process management and the implementation of government accountability.
