Since 1980s, the whole world has experienced a noticeable boom in the founding and developing of two"N"---Non-government organizations and Non-profit organizations. The newly arising organizations have brought great impact to our economy and society. Meanwhile, as China has stepped into the era of reforming and opening to the outside, the economy system and the reform of the administrative system after the Third Plenary Session of the 11th Central Committee has the stepped up the pace of the transformation of Chinese society, the founding of the target mode-"small government and big society", the forming of socialist market economy. Also the relationships between the government and market, government and society are faced with big changes and adjustments with the transformation of governmental functions. The development of economy in the cities promotes growth of various social organizations. In recent years, a large number of newly developing internet-based Youth organizations have sprung up, which to a certain degree has satisfied young people's diversified needs. Nevertheless, the government currently has not formed regulated corresponding management systems about the newly developing Youth Organizations, and as a result will influence further development of these organizations.By introducing some basic concepts and characteristics about the newly developing Youth Organizations, the thesis divides the youth organizations into four types: virtual organizations nurtured by virtual community; activity-focused organizations brought up by Internet club; mainstream innovative organizations. The thesis also makes an analysis about the characteristics of each organization and the people who from each type. Based on the theory of public policy, the thesis analyses the relationship between the government and the management of social organizations, and puts forward some strategies. By making a research about the situation of the newly developing Youth organizations in Shanghai, the thesis reveals the accompanying issues and impacts with the development of the youth organizations. By making an experimental research on the"M.Y White Collar Youth Club in Nanjing Dong Road Community", the thesis explores the functions and problems Youth Leagues faces during the operation and management of the newly developing youth organizations. Also it put forward some suggestions how government can formulate basic policies in the management of newly developing youth organizations: 1. Better the regulations and rules related to newly developing youth organizations; 2. strengthen the government's effective directions about the newly developing youth organizations; 3. Simplify the registration system of the newly developing youth organizations; 4. enhance the government's service and support to the newly developing youth organizations. Also, some strategies are put forward about the management of the newly developing youth organizations: 1. set a proper attitude towards the newly developing youth organizations; 2. set up the service platform of non-governmental youth organizations to manage the newly developing youth organizations in pivotal style; 3. promote the building of community youth centers to provide guidance and integration of the newly developing youth organizations; 4. formulate effective managing measures about the internet–based social organizations.
