Set up the socialism diapason society, is strategic mission that the Central Party Committee puts forward under the news situation to structure the socialist harmonious society. The community is a cell of the society. It is society's harmonious foundation that the community is harmonious. Community construction of all parts at present, especially urban community building launch like a raging fire, have entered an overall implementing stage. The development of the building-up of the urban community in Lhasa undergoes more than four years, and has been done many helpful explorations in terms of the infrastructure and technology-oriented construction and the autonomy of the community, and it has already begun to take shape.
