The reasonable configuration of central and local legislation will directly affect the unified legal system and the stability of national policy. For the last two decades, the pattern of central unified legislation has gradually transformed into the pattern of decentralization of local legislation, which will arouse the enthusiasm of local legislation and fill up the vacancy of central-unified legislation. But meanwhile, some phenomenon can be seen as legislation conflict, repetition legislation, exceeding authority to legislate and alienation of legislation. This article aims at illustrating the basic theory of configuration of legislation between central government and local government under different national structure from the point of constitutional jurisprudence, exploring the basic theory and methods of configuration. On the basis of handling the authority distribution system between the central government and local government, we hope to obtain the rules of legislative power between central government and local government. So we will get the idea of the reasonable configuration and we can propose measures for that. And also we can optimize the central and local legislative functions and build reasonable and vital relationship between central and local government.
