On the background of IT era, the inner structure of police establishing shows features as multi-subjective, object cooperation and masses first, on the other hand, shows as determination of the problem, design of the plan and interacting selection on the different stages of policy establishing.Influencing degree of each element of policies establishing by IT are different, which leads that the decision processes of social policies establishing are different, too. Deciding mode ranges from government choosing, negotiations, referendum. This kind of new mode will suffice the public's participation,and bring some challenges in policy establishing. For instances, some problems should be paid attentions such as burst participation, authority weaken and digital gaps.
