| The party in the Fifth Plenary Session of the 16th emphasized that in order to advance the building of a new socialist country, we should obey the requirements of production development, well-off life, civilization of rural residents, the village capacity's clean and democratic management of the requirements. Building a new socialist countryside, not only related to agriculture, rural development and farmers'money, but also the country's long-term peace and the great rejuvenation of the nation, which has great historical and practical significance. The strategic task of building a new socialist countryside not only reflects that the party and the government insists the people-centered and a new concept of governing for the people, but also reflects the people, especially the farmers who want to build better homes, the common aspiration of creating a happy life. However, in order to build a new socialist countryside, we must rely on hundreds of millions of farmers closely. We must vigorously develop human resources in rural areas, create millions new socialist peasants. In building a new socialist countryside at this stage, we should develop rural human resources, improve the overall quality of the farmers, increase their production capacity and income, also their cultural ideology and ideological and moral qualities, purify the rural morals. All of these are great historical practice to raise farmers'political quality, create rural democracy and promote rural socialist material civilization, political civilization and spiritual civilization. Of course, human resources development is a systematic project involving many factors. Among the many factors, the development of the ideological and political education role, without any question, has a unique, irreplaceable role in the development of human resources. It plays a role as guider and the regulator which could contrast value coordinates, provide the impetus and create a favorable external environment.
