The Study On The Relation Between Governance And Bureaucracy: Repelling Or Coexisting

Since the World Bank firstly used the words "Crisis in governance", "governance" has been widely used in the study of political development. Governance theory advocates weakening absolute sovereign rights and proposing multi-center governance structure, which is different from traditional bureaucracy administration. To some extent, Governance theory enhances its influence power by criticizing and depreciating bureaucracy. However, a problem worthy of thought is whether the development of governance indicates the original status and function of bureaucracy has absolutely vanished.The paper discusses the relation between governance and bureaucracy from macroscopic and microscopic aspects. At the macroscopic level, this article mainly highlights the conflicts between governance and bureaucracy, and points out governance and bureaucracy exist obvious differences in four aspects, which are the main part of the authority, the operating way of power, the organizational structure and value pursue. However, on the other hand, governance try to break through the restrictions of bureaucracy, but governance also leads to new dilemmas, so we can't simply use "substitution" to describe the relation between bureaucracy and governance. At the microscopic level, the paper mainly stresses that bureaucracy and governance can coexist, and show that bureaucracy exists in diversified organizations of governance is still rational. This paper also analyzes why bureaucracy persists, and continue to play a vital role under the circumstance that bureaucracy is criticized all the time in the history.At the end, the paper provides some advices on Chinese social transformation and government reforms by discussing the relation between governance and bureaucracy. At the macroscopic level, the article points out that ideal multi-center governance structure can't achieve in a short time, but social self-governance is a increasingly developing trend. Our nation should promote the ability of social self-governance under government-oriented.
