| As china's state-owned enterprise reform is in depth , laid-off workers and unemployed groups are growing , urban-poverty problems have become increasingly prominent. Because of the small range and low level, the original relief system is far from being able to meet the needs . the minimum subsistence guarantee system (in short MSGS) for urban residents have emerged . MSGS is of Chian's characteristics , known as a social safety net for the final , making important contributions for the social stability and economic development. But being in place for over ten years , the system and the implementation of all aspects exposed some problems . Through the research of implementation of MSGS in Ji'an , Jiangxi province ,this paper is to find out some universal problems and propose approprrate countermeasures and suggestions.From China's social relief system this paper has reviewed the couse of development of MSGS over ten years. Besides , it focuses on the building of system organizations ,the sourse of funding operational management and other aspects of the implementatiom of MSGS in the city of Ji'an . It gives a survey of MSGS and points out the present problems . Then with the condition of Ji'an , the trends of MSGS and social relief system , I put forward countermoves and proposals . Mainly : Optimize of the MSGS framework , develop scientific MSGS standards ; increase transfer payments ,raise the ratio of the central and provincial financial burden ; strenghen institutional building , gradually realise the specialization,legalsystem and network of minimal assurance work ; promote the construction of a system of social assistance in solving the problems of the masses .I have been working on mimimum assurance work for many years . My countermoves and suggestions are somewhat scientific , effective and operational and of reference value for the better implementation of the MSGS in grass roots and the upper further perfect of the MSGS.
