Cold War propaganda is an important part of the Cold War strategy of USA. One of the characteristics of the Cold War is that both of Western Camp and Eastern Camp tried their best to avoid getting into the war. So propaganda and other psychological activities which deliver information to the people of enemy states, allied states, the old sod and other states, in order to weaken moral of enemy, solidify alliance and win support of third party states gradually became the new center of their international policy. In the Cold War, the United States realized the importance of propaganda and other psychological activities, the forth weapon of foreign policy, as the same as political, economic and military elements.This dissertation is a study on the propaganda policy of USA towards Cuba in 1959-1961, especially on its development, evolvement, objective, content, measure and manner. As the evolvement of Cuban policy, the propaganda policy of USA towards Cuba also changed. This thesis will approach this topic by the close observation on the process of the establishment of the propaganda policy toward Cuba and the choice of the propaganda's content, measure and manner, which disclose the role of the propaganda in the policy of United states toward Cuba and the Cold War propaganda in the whole Cold War strategy of United states.The thesis consists of five parts: The introduction summarizes the importance of this topic and the general study (abroad and inside china) of it and the composition of this paper. The main points of the first chapter are the watch and wait policy of the United States toward Cuba and Cold War propaganda to Cuba at initial stages of Castro government. In the second chapter, this study will describe the break of the relationship of United States and Cuba, and the establishment of the program of covert action against the Castro regime. Central Intelligence Agency (CIA) set up a secret short wave radio which wholly broadcasted to Cuba, and United States Information Agency (USIA) also reinforced its propaganda to Cuba. The secret propaganda of CIA and the overt propaganda of USIA composed the main content of United States propaganda at this phase. In the third chapter, this study will summarize the evolvement of the pluto program and the establishment of the landing program. United States initiated a massive propaganda activity in order to cover the participation of United States, offer the validity of the landing activity and instigate the Cuban against Castro regime. However, because of the covert character of the landing program, CIA was responsible for the propaganda activity, and the content of the propaganda was full of the instigation and the cheat. The last part is the conclusion.
