In recent years, the system of public hearings has started to enter public life. In the cooperative interaction with the public in the decision-making process, the administrative decision-making confirms the basic yardstick - the value of democratic and scientific, and practices the procedures for administrative decision-making system to be reformed and innovated. However, with the implementation and development of the hearings, we can find which has exposed a number of problems, such as hearing disorder, and the low efficiency of hearings, the lack of credibility of the hearing, and so on. This blows the enthusiasm of participate in the public hearing. At the same time, the efforts of the Government to convene a hearing has been questioned and motivated.
